Offline mapping software for PC

Does anybody know of a preferably free or cheaper (one time payment) mapping software that would allow me to upload topo maps and mark routes or locations. The biggest requirement i have is that once i upload the maps (where do i even get them from?) the software has to work without an internet connection. if it could interface with GPS that would be great too

My use for this would be to plan bug out routes, patrol routes, mark areas of interest. that type of stuff

and i am not looking to screen shot google images, i want this as a dedicated software

Take a look at the app Topo maps+
I think it does what you want (maybe only off-road though) I only have the free part and haven’t played around with it much. I do know you plot your routes(gps) and download to use offline

I have that. I download and print out maps of my area. Once maps are saved and downloaded they can be opened offline.
I also picked up a flash drive and uploaded all relevant maps on it and stashed it.

So I think i figured it out....

The software i used is Garmin Base Camp, (free) and i got my map from gpsfiledepot.com (also free). There was more too it then i thought but i was able to import a map of my state, zoom out for the big picture, zoom in for details. I can plan trips, use tools to determine distances. this will definetly be of use in the future
