They mean any form of salt that contains Chlorine (the ELEMENT), not any salt. So, road deicer, a Calcium Chloride, would work, as would Magnesium Chloride. Many, many compounds called "salts" have Zero Chlorine.

True. Just need to un-bond the chlorine from the sodium.(or whatever)

Yep! Ya Put the Sodium in a Glass Bottle with Your Choice of Gasohol, Then Put that in a Beeger Bottle of Water. Toss at Invaders.
